The Dominican Republic welcomes any foreigner so long as they are of good behaviour. They must simply have an up-to-date passport and acquire a tourist card on arrival. This applies if they are a citizen of USA, European Union, Russia and most Latin-American countries, and their stay will be no longer than 30 days.
If a foreigner wants to become a resident of the Dominican Republic, a residence visa must be applied for. This is obtained at the Chancellery of the Dominican Republic or through Dominican Republic Embassies and Consulates abroad. After obtaining the visa, normally issued within sixty days, a residence card must also be applied for.
